TOKYO, JAPAN / RankWire.AI / – Japan is expanding its fight against investment fraud with a new system that uses artificial intelligence to spot warning signs earlier. The Consumer Affairs Agency announced the package on September 1. It will analyze consumer complaints for language and patterns linked to fraudulent schemes and failing businesses. The package says AI will supplement existing keyword searches and support earlier alerts, investigations and enforcement when complaint data indicate serious risks.
The AI system will examine about 900,000 consultation records each year in PIO-NET, Japan’s national consumer complaint database. It will compare new complaints with contexts and key phrases drawn from earlier cases. The system will look for solicitation methods, business structures and early signs of collapse. It can also flag common patterns across multiple operators, even when a complaint does not explicitly describe a confirmed financial loss.
The package targets schemes that promise high returns or dividends and collect money from large numbers of consumers before a business fails. Authorities cited cases involving overseas financial products, overseas real estate and arrangements tied to deposited goods, including USB devices. Japan also plans to collect more information from websites, social media and specialist consultations. The government said fraud methods and money laundering techniques have become more varied and complex.
AI analysis broadens early warning system
Under the package, officials can use findings to issue early warning information about specific methods, products or services. They can also support pre-contract consultations for consumers who question a company’s credibility. Where a case warrants action, authorities can begin inquiries and pursue administrative measures under existing law. Japan also plans to share relevant information sooner with government bodies, financial institutions and local consumer protection networks to support coordinated responses.
The plan includes an early warning preparation office to collect and analyze signals from several information channels. The Consumer Affairs Agency also plans education using updated fraud cases and practical learning materials. Separately, authorities warned on September 1 about secondary scams targeting people who already lost money. Complaints include demands for new payments, claims involving government reimbursement programs and offers to recover previous investment losses in return for a fee.
Social media investment fraud losses rise sharply
Police figures show the scale of social media investment fraud across Japan. The National Police Agency recorded 5,893 cases during the first half of 2026. Reported losses reached 79.79 billion yen, up 44.49 billion yen from the same period a year earlier. The average loss in completed cases stood at about 13.63 million yen. Banner-style advertisements were the most common initial contact method recorded in those investment fraud cases.
Japan has also strengthened measures against fraudulent investment advertising on social media platforms. In August, financial and law enforcement authorities asked large platform operators to improve controls against impersonation scam advertisements. The Financial Services Agency also accepts reports about suspicious investment advertisements and social media posts. The new AI-based consumer package adds large-scale complaint analysis to those measures and connects warning information with existing investigation, consumer consultation and enforcement channels.
